It does the former en masse at the beginning of Royal’s Third Semester by plugging itself into the collective unconscious, Mementos, although its range is implied to be limited to Tokyo (unless you fail to defeat Maruki.) It is all-knowing and all-powerful, so because Azathoth is the manifestation of his soul, Maruki gets some Eldritch points.

It can control and alter people’s perception of reality and at least once controls someone else’s persona. Azathoth in Persona 5: Royal is much less terrifying than that, but is one of the most powerful personas in the series. Azathoth in Lovecraft is an all-powerful creator God that spends its entire existence asleep, with our reality existing in its dreams. Maruki’s Persona is based on the “Blind Idiot God” Azathoth from H.P. In the English dub, he is played by Billy Kametz. In the original Japanese dub, Maruki is played by Satoshi Hino. Listening in on background conversations at Shujin reveals that quite a few members of the student body find him attractive, and there’s the whole fandom’s reaction to consider. While not intended to be specifically a “sexyman,” it’s clear that the developers intended for him to be seen as attractive. An interesting design choice is that the outfit he wears while in his Palace is a combination of something a scientist would wear and something the groom at a wedding would wear, both of which being things he never got to truly be. When the Phantom Thieves of Hearts deny this reality, he goes off the deep end. Being really bad at being a therapist, Maruki takes on everyone’s problems and alters reality (once Azathoth fully awakens) so that none of their trauma ever happened. A while after this, his research on cognitive pscience is quickly snuffed out by 5’s main antagonist. At Rumi’s side in the hospital, Maruki slightly awakens to his persona, Azathoth, and alters her cognition so that she does not remember the event or (on accident) him. Prior to the game, he and his fiancé Rumi survived a break-in at her parent’s house, in which her parents were killed and she was gravely injured. Maruki’s desire to end human suffering doesn’t come from an unexperienced place-his Palace is titled the “Laboratory of Sorrow” if that’s anything to go by.

He is the FINAL final antagonist if the player manages to get the true ending of Royal, more information about which can be found on his Megami Tensei wiki page. He works as a therapist at Shujin Academy after the incidents of the first Palace of Persona 5, prior to which he researched cognitive pscience in an effort to end human suffering. At his worst, he believes he knows what is best for everyone and has something of a savior complex, although these are traits seen much later on in Royal. He is kind and wants the best for people, but is incredibly awkward at times.

Maruki is a sort-of psychologist most likely in his early 30s.
